Professional Experience and Expertise

Katsuya represents Japanese and overseas clients, including banks, insurance companies, asset management companies, credit card companies, non-bank finance companies, start-ups, and manufacturing companies.
His practice area focuses on financial regulatory matters (including issues relating to the Banking Act, the Insurance Business Act, the Financial Instruments and Exchange Act, the Money-lending Control Act, the Investment Act and the Asset Securitization Act), structured finance, litigations arising from the sales of financial instruments, merger and acquisition, commercial litigation, intellectual property law, and employment law.
From August 2017 to March 2020, he was seconded to the Japanese Financial Services Agency. During this period, he revised financial regulations to enable banks to invest in trading companies and clarify requirements for banks to deal with crypto assets or operate an information banking business. He also drafted the “Act on Special provisions of the Antimonopoly Act,” making it easier for banks to integrate their business. Furthermore, he responded to inquiries from banks on banking regulations.
Katsuya is native in Japanese and proficient in English.
