During three years at the Financial Services Agency (FSA) (April 2022 to March 2025), Takahiro helped supervise financial institutions and fund transfer service providers, first at the Banking Business Division II, Supervision Bureau; and then at the Fintech and Innovation Office, Risk Analysis Division, Strategy Development and Management Bureau. These hands-on experiences have empowered him to offer legal advice dealing with financial regulations and compliance matters from the perspective of the regulating authorities.

・ Responding to inquiries from regional financial institutions (banks, shinkin banks, credit cooperatives) regarding the Banking Act, the Shinkin Bank Act and the supervisory guidelines
・ Developing guidelines for deregulation of investment in GX projects aimed at banks drawing on the National Strategic Special Zones System, as well as monitoring effects of the guidelines
・ Examining regulations and schemes for new businesses of regional financial institutions, including regulations of the issuance of digital money
・ Examining licenses and authorizations to banks under the Banking Act (including licenses for the establishment of a company exclusively engaged in advanced banking services, and authorizations to be obtained by major shareholders of banks)
・ Evaluating and approving exemptions from the Large Exposure Restrictions
・ Responding to industry demands for deregulation
■ At Fintech and Innovation Office, Risk Analysis Division, Strategy Development and Management Bureau
・ Responding to inquiries on the Payment Services Act and many other laws, guidelines and regulations
