Professional Experience and Expertise
Beginning in 2012, Ms. Horikoshi worked for 2.5 years at the Financial Services Agency’s Non-Bank Financial Companies Office (Supervisory Coordination Division, Supervisory Bureau), as well as the Financial System Stabilization Management Office. While with the Financial Service Agency, Ms. Horikoshi was engaged in supervising lending institutions, financial settlements companies/ fund transfer specialists; responding to inquiries on laws and regulations concerning the interpretation of the Money Lending Business Act /Funds Settlement Act; revising the Enforcement Order for the Money Lending Business Act (loosening of regulations on loans between group companies); developing bankruptcy procedures for Global Systemically Important Financial Institutions (G-SIFIs); making improvements to the Act on the Regional Economy Vitalization Corporation of Japan, and supervising the Regional Economy Vitalization Corporation of Japan. Drawing on such experience in the Financial Services Agency, Ms. Horikoshi advises clients in the financial industry regarding financial regulations and the establishment of their compliance systems. Ms. Horikoshi also practices in the areas of business reconstruction/ insolvency proceedings, performs general corporate work (involving an application of such laws as the Corporate Law and Labor Law), and frequently drafts and negotiates commercial contracts. In addition, Ms. Horikoshi has also worked on civil litigation matters: from derivative lawsuits, real estate-related lawsuits, to commercial and non-contentious cases.
